that will not happen, but here are the conditions:

The top 100 executives and the entire board of directors of each company must personally guarantee the loan.  Apple and Microsoft were both started with personal commitment like this. 

Any compensation in excess of $200,000 per year to be paid in restricted stock with the restriction to be lifted when the loan is repaid.

Two is company three is a crowd, one should fall.

They should get the money with one main condition. Start producing more fuel efficient and alternative energy vehicles NOW. That is what the original loan monies that were authorized were supposed to be for, so give it to them and then HOLD THEM ACCOUNTABLE to do it. I'd say within one year at most to have something on the production line. Most of these guys have plans already on the table to do this, they just have no incentive to do it, so let's give them the incentive.

It should also be paid out incrementally, but this bailout should not be to fix their screwups from the past, it should be to help them move forward. Kind of like a kid going to his parents for financial help and their parents want to see the status of the kids finances first.

I agree with Corbin. If the management can't MANAGE to get their companies back to the front of the competition, there's no reason to support them. As of now, I know it will be hard for us, but better to let them fail than throw money at a dieing ________ .
